Organizational Structure of DPMPTSP


DPMPTSP Aceh was established based on the Governor's Regulation (Pergub) concerning the Position and Status of the DPMPTSP Aceh, as stipulated in Pergub Number 121 of 2016 concerning the POSITION, ORGANIZATIONAL STRUCTURE, DUTIES, FUNCTIONS, AND WORKING PROCEDURES OF THE ACEH INVESTMENT AND ONE-DOOR INTEGRATED SERVICES OFFICE.

DPMPTSP Aceh is tasked with implementing government affairs in the investment sector and providing licensing and non-licensing services to the public. This office is led by a Head of Office who reports to the Governor through the Regional Secretary.

This office consists of a Secretariat and various divisions, including investment planning, promotion, supervision, data management, provision of licensing services, and complaint handling. Within each division, there are sections that carry out specific tasks.

The main duties of this office include planning, technical policy formulation, provision of cross-district licensing services, information and system management, complaint handling, performance evaluation, coordination with relevant institutions, and reporting to the Governor. The Head of the Agency has the same duties and is also responsible for general administrative matters of the Agency.

The Secretariat is responsible for managing administration, human resources, finance, equipment, program development, and planning. Each division has specific duties within its respective areas. All organizational units report to the higher level and have functions aligned with their core duties.

The Agency is assisted by a Technical Team consisting of relevant regional officials and tasked with providing technical input on permit applications. The Agency also has Functional Position Groups assigned to specific areas of expertise.

The Agency is funded through the Aceh Revenue and Expenditure Budget and other legitimate funding sources. The Head of the Agency and his staff are appointed and dismissed by the Governor.

Each section (seksi) within these divisions carries out specific tasks accordingly. Here is a more detailed explanation of the divisions and sections within Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Aceh:

A. Investment Climate Planning and Development Sector (Bidang Perencanaan dan Pengembangan Iklim Penanaman Modal)
This division is responsible for investment planning, investment climate development and entrepreneurship promotion. It consists of the following sections:
- Seksi Perencanaan Penanaman Modal handles investment planning based on business sectors and regions.
- Seksi Deregulasi Penanaman Modal formulates investment deregulation policies based on business sectors and regions.
- Seksi Pemberdayaan Usaha analyzes micro, small and medium enterprises and cooperatives, and provides guidance to them.

B. Investment Promotion Sector (Bidang Promosi Penanaman Modal)
This division is responsible for promotion of investment. It consists of:
- Seksi Pengembangan Promosi Penanaman Modal formulates promotion strategies based on business sectors and regions.
- Seksi Pelaksanaan Promosi handles investment promotion activities based on business sectors and regions.
- Seksi Sarana dan Prasarana Promosi prepares and distributes investment promotion materials.

C. Investment Implementation Control Sector (Bidang pengendalian Pelaksanaan Penanaman Modal)
This division monitors, guides and supervises investment activities. It has the following sections:
- Seksi Pemantauan Pelaksanaan monitors investment realization based on business sectors and regions.
- Seksi Pembinaan provides guidance and assists in resolving investment issues
- Seksi Pengawasan supervises investor compliance with legislation and business regulations.

D. Investment Data and Information Processing Sector (Bidang Pengolahan Data dan Informasi Penanaman Modal)
This division is responsible for verifying, processing, analyzing and evaluating investment data and information. It consists of the following sections:
- Seksi Verifikasi dan Pengolahan Data handles data verification and processing as well as data reporting.
- Seksi Analisa dan Evaluasi Data conducts analysis and evaluation of licensing data.
- Seksi Sistem Informasi Penanaman Modal builds, develops and manages the investment information system.

Licensing and Non-Licensing Service Provision Sector A, B, C (Bidang Penyelenggaraan Pelayanan Perizinan dan Nonperizinan A, B, C). Each section within these divisions carries out specific tasks related to planning, processing, verification, coordination and issuance of licenses and non-licenses for their assigned sectors. 
There are three divisions that provide licensing and non-licensing services for different sectors:

E. Licensing and Non-Licensing Service Provision Sector A (Bidang Penyelenggaraan Pelayanan Perizinan dan Nonperizinan A):
Providing licensing and non-licensing services in the fields of Public Works and Spatial Planning, Public Housing and Residential Areas, Environment, Forestry, Animal Husbandry and Animal Husbandry, and Maritime Affairs and Fisheries.

F. Licensing and Non-Licensing Service Provision Sector B (Bidang Penyelenggaraan Pelayanan Perizinan dan Nonperizinan B):
Providing licensing and non-licensing services in the fields of energy and mineral resources, land, food, agriculture, plantations, transmigration and labor.

G. Licensing and Non-Licensing Service Provision Sector C (Bidang Penyelenggaraan Pelayanan Perizinan dan Nonperizinan C):
Providing licensing and non-licensing services in the fields of education, health, youth and sports, tourism, social, general, public order, women's and children's empowerment, arts and culture, and other sectors.

H. Complaints, Policy and Service Reporting Division (Bidang Pengaduan, Kebijakan dan Pelaporan Layanan)
This division is responsible for handling complaints, policies and reporting related to licensing services. It consists of:
- Seksi Pengaduan dan Informasi handles complaints and provides information on licensing services.
- Seksi Kebijakan dan Penyuluhan formulates policies and provides counseling on licensing services.
- Seksi Pelaporan dan Peningkatan prepares reports and improvements related to licensing services.

I. Secretariat Division (Bidang Sekretariat)
The Secretariat has the following duties:
- Manages administrative, household, inventory, assets, supplies, equipment, maintenance, library, personnel, organizational, administrative, legal and regulatory matters, and public relations.
- Manages financial administration.
- Develops annual, medium-term, and long-term work programs.
- Prepares budget plans sourced from the Regional Budget (APBA), the National Budget (APBN), foreign aid, loans, and/or grants.
- Prepares strategic plans, performance accountability reports, and the Department's work plan.

In general, the Secretariat's duties encompass administrative, financial, planning, and other supporting matters to ensure the Department's smooth operation. The Secretariat consists of the General and Personnel Subdivision, the Program Subdivision, and the Finance Subdivision, each with specific duties. The General and Personnel Subdivision handles general administration, human resources, and organizational matters. The Program Subdivision handles program development and work plans. The Finance Subdivision handles financial management.
